The National Association of Local Councils (NALC) published the much-awaited new Model Financial Regulations (MFRs). Councils are invited to consider the new MFRs en bloc. However, there are lots of changes in the new model (the old model was rewritten from the ground up) and there are lots of paragraphs that need to be customised for the council’s circumstances.
